LEXINGTON, Ky. (FOX 56) — Police identified the man accused of shooting and killing Deputy Caleb Conley.

He is 45-year-old Steven Sheangshang.

Sheangshang was featured at Crime Stoppers Wanted Person of the Week on Thursday, accused of stealing expensive lawn equipment from people’s homes and pawning them off up in Covington and Cincinnati.

That’s what led Conley to conduct a traffic stop in Georgetown where Sheangshang is accused of shooting Conley and driving away.

According to authorities, Sheangshang went to a Georgetown home and stole a car, then took it 15 minutes down the I-75 South to the Rose & Jim’s Bar and Grill. There, Sheangshand shot his second victim, David Dileonardo.

Jessica Arnold, Dileonardo’s neighbor said, “I heard somebody yelling ‘Help, help,’ and I looked out and it was Dave. The police told us to stay inside and my main thing was I wanted to help David. At the same time, I wanted to get in the house because I was afraid I was going to get shot.”

Arnold said she saw Dileonardo shot in his side. Her neighbors said he is still in the ICU, but stable.

Arnold also noticed something odd about the shooter, Sheangshang.

“He was calm,” Arnold said. “The first thing I noticed was that he was calm for somebody to have a gun and stealing vehicles.

Arnold saw Sheangshang grabbing a cooler and loading it into the Ford Bronco that he was stealing from Dileonardo.

“He was just calm, walking slow, not running to get the cooler, you know, like somebody, you know, he just gets cool and put it in the car and took off.”

Arnold said she never saw Sheangshang at Rose & Jim’s Bar and Grill before, but others told her they did. She believes that was a reason why Sheangshang seemed so calm because he was familiar with the spot.

Sheangshang escaped in Dileonardo’s Ford Bronco and headed down into Lexington. About 8 minutes away, he came to a residence at 860 Charles Ave. where Marcia Taylor was inside taking a nap with her fiance.

Taylor said a gunshot woke them both up and when they came out of their bedroom, Sheangshang was inside their house.

Taylor said they had left their front door open to keep their house cool, and that’s what Sheangshang saw as he was looking for a place to hide.

“I told him to get out of here,” Taylor said. “Go. Go. Go. You might as well surrender yourself you’re surrounded.”

Taylor said she also noticed Sheangshang’s calm demeanor.

“He was walking through the kitchen, back and forth threw the hallway, like he didn’t care,” Taylor said.

Taylor also said Sheangshang wasn’t alone. A woman was with him and he claimed it was his wife.

“She had blonde hair, glasses. She was crying,” Taylor said.

Taylor remembered their house being swarmed with officers all pointing guns at her house. She heard the police telling everyone to come outside with their hands up, and that is what she and her fiance did.

They were told to stand on the side of Michigan Street and then Taylor said she saw the woman with Sheangshang come out and get arrested. Then the police went inside and captured Sheangshang.

Taylor said she heard the news of a Scott County deputy sheriff being shot but didn’t know that killer was now inside her home.

“I just thank God that we’re still alive,” Taylor said. “It was really scary. There wouldn’t have been any witnesses. He could’ve killed me.”

As of Tuesday, Sheangshang is being held at the Fayette County Detention Center and is facing five charges including assault, robbery, burglary, and more.

Sheangshang is facing an additional six charges in Scott County, including the murder of a police officer.

Sheangshang will be arraigned Wednesday at 1 p.m. at the Fayette County District Court.
